Citizen groups, Civil society organizations, National, Regional and International Institutions, Government Delegations, and all other interested parties and individuals are strongly encouraged to express their support for and solidarity with the CSIS by, e.g.: signing-on as a supporter, offering a donation, proposing a contribution to the CSIS program, reading a statement of support to CSIS in a WSIS parallel event they may organize, disseminating CSIS news through websites and mailing lists, or any other means of support they may suggest. To express your support, send a mail to support@citizens-summit.org. The list of CSIS supporters and sponsors will be announced on the CSIS website.

[EN] Registering an activity under the CSIS label
Besides the main programme in the CSIS Tunis venue, the Citizens' Summit includes other activities under the CSIS label. These activities may be held elsewhere in Tunis, in other Tunisian cities, in other countries, or may even be virtually organized on the Internet. These activities may take various forms: panels, conferences, campaigns, etc. They may be held inside or outside the WSIS premises, thus they include parallel events held in Kram. To register your activity under the CSIS label, thus showing your solidarity with CSIS objectives, please send the following required information by mail to support@citizens-summit.org. Activities under the CSIS label will be announced on the CSIS website.

CSIS objectives

A Citizens' Summit on the Information Society (CSIS) will be held in Tunis, on November 16-18, 2005, coinciding with the World Summit on the Information Society (WSIS).

The CSIS will be another milestone in the long tradition of UN conferences and Summits being complemented with events organized by citizen groups. Previous such events met with great success, for example during the Cairo Conference on Population and Development (1994), the Beijing Conference on Women (1995) or the Monterrey Summit on Financing for Development (2002).

These Citizen's Summits are useful for international NGO networks to debate among themselves and to explain their views to a larger audience. They help the governmental conference organizers to raise the profile of the event by expressing the interest of the public in the issues discussed by the governments. They also help to improve the capacity of local civil society organizations by informing them about the subjects being discussed at the governmental Summit. They have been a constant sign of support from international civil society to citizens of the host countries and local civil society organizations in affirming their rights.

The CSIS objectives are twofold:
- To send a strong message of support and solidarity from international civil society to the local civil society and citizens;
- To address the main issues being debated at the WSIS, from the perspective of citizen groups and the public.

Based on earlier precedents, this event will offer an excellent opportunity to promote the Information Society and the basic principles on which it must be based, as articulated in the first phase of the World Summit on the Information, namely: human rights and social justice.

[FR] Objectifs du SCSI:

Un Sommet Citoyen sur la Société de l'Information (SCSI) aura lieu à Tunis, du 16 au 18 novembre 2005, coïncidant avec le Sommet Mondial sur la Société de l'Information (SMSI).

Le SCSI constituera un nouveau jalon dans la longue tradition des Conférences et Sommets des Nations Unies complétés par des évènements organisés par des groupes de citoyens. De tels évènements ont précédemment rencontré un grand succès, par exemple durant la Conférence du Caire sur la Population et le Développement (1994), la Conférence de Beijing sur les Femmes (1995), ou le Sommet de Monterrey sur le Financement pour le Développement (2002).

Ces Sommets citoyens permettent aux réseaux internationaux d'ONG de débattre entre eux et d'exposer leurs positions à un plus large public. Ils permettent aux organisateurs de la conférence gouvernementale de rehausser le profil de l'évènement en exprimant l'intérêt du public pour les questions discutées par les gouvernements. Ils servent aussi à améliorer les capacités des organisations de la société civile locale en les informant sur les thématiques discutées au Sommet gouvernemental. Ils ont de tout temps constitué un signe de soutien de la société civile internationale aux citoyens des pays hôtes et aux organisations de la société civile locale dans l'affirmation de leurs droits.

L'objectif du SCSI est double :
- Adresser un message fort de soutien et de solidarité de la société civile internationale à la société civile et aux citoyens locaux ;
- Traiter des principales questions débattues au SMSI, du point de vue des groupes de citoyens et du public.

Dans la continuité de ceux qui l'ont précédé, cet évènement constituera une excellente opportunité de promouvoir la société de l'information et les principes de base sur lesquels elle doit être fondée, tels que formulés durant la première phase du Sommet Mondial sur la Société de l'Information, c'est-à-dire les droits de l'homme et la justice sociale.

[ES] Objetivos de la CCSI:

En Túnez, del 16 al 18 de noviembre de 2005, tendrá lugar una Cumbre Ciudadana sobre la Sociedad de la Información (CCSI), coincidiendo con la Cumbre Mundial sobre la Sociedad de la Información (CMSI).

La CCSI será un nuevo mojón en la larga tradición de conferencias y Cumbres de Naciones Unidas complementadas con eventos organizados por grupos ciudadanos. Eventos anteriores de este tipo han alcanzado gran éxito durante conferencias tales como la Conferencia sobre Población y Desarrollo de El Cairo (1994), la Conferencia sobre la Mujer en Beijing (1995) y la Cumbre sobre Financiamiento para el Desarrollo en Monterrey (2002).

Estas Cumbres Ciudadanas contribuyen para que las redes de ONG internacionales debatan y presenten sus posiciones a una mayor audiencia. Ayudan a los organizadores de la conferencia gubernamental a elevar el perfil del evento, expresando el interés público en los temas que son discutidos por los gobiernos. También contribuyen a mejorar la capacidad de las organizaciones de la sociedad civil local haciéndoles conocer los temas en discusión en la Cumbre gubernamental. Han sido una señal constante de apoyo desde la sociedad civil internacional en la afirmación de los derechos de los ciudadanos de los países anfitriones y las organizaciones de la sociedad civil local.

Los objetivos de la CCSI se dirigen en dos sentidos:
- Enviar un fuerte mensaje de apoyo y solidaridad desde la sociedad civil internacional a la sociedad civil y los ciudadanos locales;
- Encarar los principales temas en debate en la CMSI desde la perspectiva de grupos ciudadanos y el público en general.

Basándose en los precedentes mencionados, este evento ofrecerá una excelente oportunidad para la promoción de la sociedad de la información y los principios básicos en los cuales debe apoyarse, tal como fue articulado en la primera fase de la Cumbre Mundial sobre la Sociedad de la Información: los derechos humanos y la justicia social

[EN] Citizens' Summit organizers sent a letter to Mr. Utsumi, ITU and WSIS Secretary general, to ask him for clarification and reminding ITU and WSIS neutrality regarding side events, after statements attributed to him in the Tunisian press ("There will be only one Summit in Tunis. Only one plenary and parallel events. Everything else is beyond our concern. I don't think there could be other meetings. This is impossible, from the logistical point of view as well as from the participation point of view. There is room for everyone in the Summit, and all the civil society components are welcome". CSIS organizers also addressed in this letter the difficulties they are already facing regarding the CSIS venue.

[FR] Le organisateurs du Sommet citoyen adressent une lettre à M. Utsumi, Secrétaire général de l'IUT et du SMSI, pour lui demander de clarifier sa position et rappeler la neutralité de l'IUT et du SMSI quant à l'organisation d'évènements en marge du SMSI, après les déclarations qui lui ont été attribuées dans la presse tunisienne ("Il n'y aura à Tunis qu'un seul sommet. Une seule plénière et des manifestations parallèles. Tout le reste ne nous concerne en rien. Je ne crois pas qu'il puisse y avoir d'autres réunions. "Cela est impossible, aussi bien du point de vue logistique, que de celui de la participation. Il y a de la place pour tout le monde dans ce sommet et toutes les composantes de la société civile sont le bienvenues"). Les organisateurs du SCSI abordent également dans cette lettre les difficultés auxquelles ils sont déjà en butte concernant la tenue du SCSI.

[EN] CSIS forbidden to be held in the confirmed hotel conference room. While the hotel sent us a confirmation for conference room reservation, and immediately after having received a bank copy of the money transfer to Oriental Palace for payment, hotel Oriental Palace announced to us by fax that, "following unforeseeable works in room Farabi", they are compelled to cancel the reservation, and that they will ensure reimbursement of the advance payment awaiting our technical suggestions.

Alors que l'hôtel nous avait adressé la confirmation de réservation de la salle de conférence, et immédiatement après réception de la notification bancaire du transfert monétaire pour paiement, l'hôtel Oriental Palace nous a annoncé par fax que, "suite à des travaux inattendus dans la salle Farabi et de problèmes de fin de travaux non respectée par l'entreprise en charge", il était dans l'obligation de décliner la reservation, et qu'il assurerait le remboursement du paiement conformément à nos suggestions.

[EN] Blocking of a CSIS registered event organized by Heinrich Boell Foundation in cooperation with the Tunisian Association of Democratic Women. This event was to be attended by invitation only, being a meeting of Boell Foundation's partners. This by-invitation-only event was supposed to take place at El Teatro, a public cultural space in hotel Mechtel, which was booked for this purpose. The management of El Teatro was instructed not to host Boell's meeting due to "security reasons".

[FR] Blocage d'un évènement inscrit dans le cadre du SCSI, organisé par la Fondation Heinrich Boell en coopération avec l'Association Tunisienne des Femmes Démocrates. La participation à cet évènement était prévue sur invitation uniquement, s'agissant d'une rencontre des partenaires de la Fondation Boell. Cet évènement devait se tenir à El Teatro, un espace culturel public au sein de l'hôtel El Mechtel, qui avait été réservé pour ce faire. La direction d'El Teatro a reçu des instructions pour refuser d'accueillir la rencontre de Boell pour des "raisons de sécurité".

[EN] Phone conversation on the procedure for room reservation for side events like the CSIS, between the co-chair of the Human Rights Caucus, on behalf of the CSIS organizing committee, and, on the one hand Mohamed Haj Taïeb, Secretary general of COSMSI and on the other hand Ridha Guellouz, adviser to the Tunisian Minister of Telecommunications. While Mohamed Haj Taïeb recommends to ask both Ridha Guellouz and the WSIS Executive Secretariat, Ridha Guellouz affirms that side events are freely organized by their convenors, and that private contracts with hotels or any other relevant venues should be freely signed.

These initiatives have the objectives of guaranteeing that no claim may be made that the CSIS organizers are not respecting the rules of procedure (letter to COMSI, letter to WSIS ES, both in French)
